Many GSDs and all dogs in general, enjoy being scratched on the head. Just like this lovely German Shepherd, Lilah…

Best Spots to Pet Your GSD
A dog who loves petting will usually seek contact with you. If your GSD attempts to move away or shows signs of discomfort, it is best to stop touching him and to give him some space.
Most dogs really enjoy being petted on the chest, at the base of the neck, and the shoulders. When scratching or massaging your dog in these areas, reach in from the side, instead of touching him over the top of his head. While some dogs love to be petted on the head, others may not feel comfortable about it. It is your duty as an owner to know the specific spots where your GSD like to be petted. Other common areas are under the chin and the base of the tail. Many dogs also enjoy being touched on the muzzle, ears, legs, paws and tail.
Giving your buddy a gentle massage or light scratching can actually help him calm down. Petting should be calming and therapeutic not only for your dog, but even for you as well.
